A draft report to Fritz Institute from Center for Hazards Research and Policy Development University of Louisville -- Based on the current state of practice, this paper examines the issues in measuring disaster preparedness, and the process of constructing indicators and indices. Existing indices are examined, and a proposed framework of creating a Disaster Preparedness Index (DPi), and Resiliency Index (Ri) with a suggested list of measurement indicators is put forward. The framework and indicator list is unweighted, and as with any existing index, the weighting of the components are a subjective process, and are adjusted based on expert panel review or iterative on-ground application and review.
