This website is a gateway to resources, information and practical tools for developing the ability of individuals, communities and organisations to be better prepared to cope with emergencies and disasters.
Vulnerability has long been a key concept in disaster literature. However, the majority of studies have focused on research related to the hazard, therefore neglecting the influence of the vulnerability of exposed systems to the consequences of such hazards, such as the death toll and losses from natural or man made disasters. There is also a need to better identify and measure the ability of ‘at risk’ and affected communities and territorial systems to respond to such disasters. This is the starting point of the ENSURE project.
In order to reduce the impacts of these hazards, it is necessary to put in place measures to manage the hazards before and as they occur. To do this, an early warning system must be in place to create awareness of the impending disasters and, hence, enhance preparedness. A system should also be in place to deal with the effects of an ongoing hazard. This requires the setting up of disaster mitigation and emergency response facilities. The main objective of this assessment is to review forecasts and impacts of the 1997-98 El Niño, as well as the climate-related early warning and natural disaster preparedness systems in Kenya in order to improve its ENSO coping mechanisms.

This booklet was published in response to recommendations made at the Regional Experience Sharing Workshop on Exercise Management for Avian and Human Influenza in ASEAN+3 Countries which took place in Bangkok, Thailand, from 27 to 28 November 2007 organized by the Asian Disaster Preparedness Center (ADPC) in collaboration with the United States Agency for International Development (USAID), the Kenan Institute Asia (K.I.Asia) and the Ministry of Public Health, Royal Thai Government.
